José Eloy Palacios, (June 25, 1847 - December 12, 1919), was a Venezuelan artist, sculptor and painter.

He was born in Maturín, Monagas, Venezuela. Palacios studied in Germany, where he polished the talent that would bring to him fame in Europe and Latin America.

Palacios returned to Venezuela in 1873, tried to create the Faculty of Sculpture at the Central University of Venezuela, having no success. In 1874 President Antonio Guzmán Blanco was offended by a painting that Palacios did of him. For this reason Palacios exiled in Trinidad, Costa Rica and Germany, where established a factory in 1877.
